Date & Time Setting Panel has too much empty space

The panel of "Date & Time Setting" is too big for the content. Their is so much empty space.

Make the panel smaller.

The space is there so the information about daylight savings can fit.

This is by design so that other tabs content can fit in the window. But i think they should remove this and implement a new control panel for it or something.
