Low: Edit Submissions -> Upload New Picture

In the Edit Submissions Screen, I have to click "Upload New Picture" just to be able to use File Browse, when I can just click the File Browse control and let the page auto-select "Upload New Picture", typical of Microsoft Office Print Options.
