Pasting Files Using Ctrl+V in Windows Explorer Doesn't Work the First Time

In Windows Explorer (and the file dialogs inside applications), when files are copied or cut, then pasted somewhere else using the keyboard shortcut (Ctrl+V), the shortcut keys must be pressed a second time (after a short pause) because the command does not work the first time the keys are pressed.

Ctrl+V should work the first time around. :)
