Narrator is running but not shown in taskbar

As you can see from the picture below, I have Narrator running, usually it starts automatically when I start the computer or return from sleep mode. However, the narrator program is not visible on the taskbar.

This happens in Vista Business and Windows 7.

A simple solution would be to add a troubleshooting feature that is in the action center to remedy this situation. In less words, fix the bug and show narrator when it should be shown.

For those with a screen reader, the picture shows a task manager window open, showing the instance of Narrator.exe, although the taskbar on the bottom of the screen doesn't show Narrator Icon.
