Shortcuts appearing accross all user accounts

When I install a program, it goes into C:/Program Files. When, during installation, it creates a shortcut, the shortcut is created for all Desktops on every account on my PC. I do not see or understand the alternative. I am ok with having these programs on every account, I am trying to avoid having the shortcuts put onto every account. I am admin on this PC and I use every program I install, and I am the only one to install them. I have test run install programs to see if there is an alternate method, but I am thinking this may be done at the grouping level only?

Yeah, it was a very large problem in XP, too. Look. User accounts is something like separate profiles. Installing to all profiles should be allowed, however, very large number of installers doesn't ask it:

- Install only for me (username)
- Install for all users

Yes, it's app developers' work, however, it's still very annoying!

In XP too, I've seen very old design in installers. It's partly a Windows Installer problem, because it still have that old UI. Yes, and there is apps with other installers. InstallShield, InstallAware and something like this. No way to completely replace these user interfaces in all installers?

NOTE: I KNOW IT SHOULD BE NOT MICROSOFT'S WORK, INSTEAD IT SHOULD BE APP DEVELOPERS' WORK, BUT IT'S NOT 1995, SO DO SOMETHING, PLEASE! :(
