task bar and title bar are non transparent when window is maximized

when i maximize any window, the title bar, and taskbar become like vista basic.

its by design. It was made that way so you can focus on the content of the window, not the glass.

Windows 7 changed that so this can be marked as fixed

Nothing a modified .msstyles won't fix.

It's quite easy to do in Vista Style Builder.
