System Configuration (msconfig) window should be resizeable

Problem: The window does not provide enough horizontal space to view all the information (without scrolling), especially in the Services and Startup tabs.

Note, this is a similar issue to http://www.aerotaskforce.com/view/1218 and http://www.aerotaskforce.com/view/196.

Solution: Allow the window to be resized.

Severity: Low

Impact: Low

Status: Not fixed

While msconfig is more of an advanced tool that's not used by normal users, this can be quite annoying yet simple to fix.

this would be great instead of scrooling to see the startup paths as shown in the screenshot.
