Change System Locale: Thou shalt restart now... what?

When I change the system locale (Language for non-Unicode programs), this comes out... Restart now, or Cancel. Can I restart later? I don't know. Do I press Cancel? But this means it will cancel the system locale change, right? I'm confused.

Replace the Cancel button with a Postpone button.

Yes, a Postpone or a Restart later button, please!

Note -- it not cancels the system locale change, I tried this on XP.
