Notepad doesn't respond to wheel scroll

Before Windows Vista, one could click the wheel button in Notepad for the auto-scroll feature. In Vista and Windows 7 this doesn't work anymore.

Strangely, other programs have a similar problem (Total Commander).

Well, I can't reproduce this problem in Windows Vista and I'm guessing the others can't either. Not sure what it's like in Windows 7 but I'll check in a bit. Are you having this problem too?
