Help CEIP prompt is maximisable

The Help and Support Experience Improvement Program prompt is maximisable, but it maximises to a corner of the screen.

Disable maximisation for this dialogue to bring it into line with all other dialogues.

@Pharaoh: I found this accidentally, it's not like I switched on my PC with the intention of finding this. And anyway, there's nothing wrong with paying attention to detail.

You need to lighten up a little, every time I see your comments here they include UGH or GRR. Chill out.
